Applications for a Blue Badge through this service is for Torbay residents only.
For residents outside Torbay area, please visit the Devon County Council Blue Badge parking page.
Please note: There is no longer a walk-in service for Blue Badge at Castle Circus Health Centre. If you have any queries, you will still be able to contact the department by phone, on a Tuesday, Wednesday and Thursday from 9.30am to 3.30pm by calling 01803 217700.
If you wish to hand deliver your form / evidence, there is a post box situated at the main entrance of the Health Centre (Abbey Road entrance).
The current waiting time for a decision on your application can be up to 12 weeks.
New Blue Badge scheme (2019)

The aim of the Blue Badge is to help disabled people with severe mobility problems who are related to physical or hidden disabilities by allowing them to park close to their destination. The Blue Badge can be used by the individual as a driver or a passenger.

Use in Torbay car parks
Disabled Blue Badge holders using Council car park facilities in Torbay must purchase a valid pay and display ticket from the machine in the car park and ensure this is clearly displayed along with their Blue Badge.
Misuse of Blue Badges
If you have concerns about the misuse of a Blue Badge, please inform Torbay and South Devon NHS Foundation Trust. You will need to give details of the badge serial number or the car registration for us to investigate.
